Foreign Registration
If you intend to live in Hanamaki, you need to register at the City Council to prove your status as a foreign citizen and get an Alien Registration Card. Your application is accepted only at the Citizen Registration Section in the central office of the City Council. For Certificate of Registration Matters, which might be required in such instances as opening a bank account, applying for housing or admission to school, this certificate is issued at central / branch offices of the City Council or any region community center.
New Registration
Living in Hanamaki upon entry
- has to be applied within 90 days of arrival
- by the actual person or a family member if the person is under 16
- with a passport and 2 passport photos (4.5cm by 3.5cm / not required for people under 16)
newborn babies
- has to be applied within 60 days of birth
- by a family member who lives with the baby
- with a document that proves their birth, such as maternity passbook, passport or the Certificate of Birth
Reissue / Renewal of card
When card is lost (reissue)
- has to be applied within 14 days after noticing the loss
- by the actual person or a family member if the person is under 16
- with a passport (if the person has it), 2 passport photos (4.5cm by 3.5cm / not required for people under 16) and a Certificate of Property Losses (Issued at a Police Station; not necessary when lost overseas)
When card is renewed
- has to be renewed within 30 days if the date written on the card for renewal or your 16th birthday is approaching.
- by the actual person
- with a passport and 2 passport photos (4.5cm by 3.5cm)
Change your status
When moving into Hanamaki or moving to a new location in Hanamaki
- has to be applied within 14 days of the move
- by the actual person or a family member if the person is under 16
- with the Alien Registration Card
When moving to another area in Japan
- No application is necessary in Hanamaki. Visit the city council you are moving to.
When any other status besides the address is changed
- has to be applied within 14 days after the change occurs.
- by the actual person or a family member (by a family member definitely if the person is under 16)
- with the Alien Registration Card and a document that proves the change
※You don’t need to apply for the changes of your occupation and business address if you are a permanent resident or special permanent resident.
※ The council may require you to apply for the reissue of the card as well as the change of status depending on the details of the changes.
